Police-Related Experience

In 1980 we were asked by the Metropolitan Toronto Police to design the "definitive station of the eighties." Following extensive research to understand police operations we designed their 33 Division station for which we won the 1984 Ontario Masons' Design Award. Since then we have designed many police buildings across Canada and the United States, often associating with local architects.

The headquarters for the Cedar Rapids Police Department in Iowa was described by Gen. Barry McCaffrey, head of the White House Office of National Drug Control Policy as "about the most state-of-the-art in the United States."

Needs Assessments and Space Analyses

We have conducted many space needs assessments, to develop a functional accommodation program based on present and projected use. We also evaluate existing facilities and the potential for expansion or re-use.

Education

Staff members attend design seminars presented by the International Association of Chiefs of Police, at which data and standards developed by our firm are used. Staff have also completed the Advanced Crime Prevention Through Design course at the National Crime Prevention Institute at the University of Louisville.

As a result of our work and reputation in the field we belong to the International Association of Chiefs of Police, the National Sheriffs' Association, and the Massachusetts Chiefs of Police Association. We subscribe to many police related publications.

Approach

We listen to local concerns, and gain an understanding of local operations. Every community is unique and has different needs for its police buildings. We begin every project by identifying all current and future concerns.

Awareness of Policing Trends

Working with many varied communities across North America has kept us in touch with the latest trends in policing practices. As operating budgets are tightened and the needs and expectations of the community change, alternative approaches are being implemented to make more effective use of resources. Pro-active and community-based policing, together with alternative response strategies being implemented in many communities have an impact on planning and space needs.

We examine the policies, trends and unique situation in each community, and assist in future planning to ensure that new buildings will meet policing needs for years to come.

An Integrated Design

To be its most efficient, a new police building must incorporate the layout of operational workstations. Where possible we carry out furniture and workstation layout in conjunction with architectural design.

Security and Safety Planning

Buildings are planned and constructed to ensure the occupants' safety, and are secure. We are familiar with construction techniques to prevent surreptitious or forced entry to restricted areas, and to ensure the safe detention of suspects.

We define security concepts to be used and offer advice on access control systems, video monitoring and recording and other aspects of security system design.

Our details have stood the test of time, withstanding years of hard abuse. We have the benefit of many years of practical experience and research to ensure attractive design solutions that will meet the users needs for years to come.

Although the majority of our public safety projects are for police facilities, in recent years we have started to expand the Fire Department aspect of our business. Recent fire-related projects include:

Feasibility & Other Studies

We have carried out numerous site analysis, feasibility, and life safety studies for a variety of building types. Many of our needs assessment studies include evaluating existing buildings and their potential for meeting future space and functional requirements, and to recommend a strategic plan to meet the community's public safety facility needs in the future.

Related Projects

Safe Neighborhood Improvement Plan, .North Miami Beach, Florida - to reduce criminal activity through environmental design. This was carried out as an extension to the Needs Assessment study for this city.

Needs Assessment Studies

We have conducted many needs assessments for Police and Public Safety departments across the United States and Canada. These studies define operational and space needs, and are usually commissioned as a first step in justifying the need for new facilities, and in garnering support for necessary expansion programs. Current projects (June 1999) include studies for police departments in:

Training & Technical Facilities Police, Public Safety & Related Projects



Police Academy - Cedar Rapids, Iowa

The new Cedar Rapids Police Department Headquarters and Public Safety Communications Center, opened in May 1997, incorporates a small academy for cadet and in-service training. This facility is used by Departments throughout the state, and includes:

- Classroom for 60, with audio-video equip.
- Classroom for 45, with audio-video equip.
- Firearms/Situation Training room, with FATS system.
- Breakout space, lockers, coffee area.

Members of the public or training course attendees have access to the training facilities without having to pass through the operational areas of the Department.

A separate multi-purpose room, also with controlled access, is available for tactical & defensive tactics training, and for other physical training programs requiring plenty of space and height.

The building includes a variety of other spaces for internal Department training needs, including a combined Briefing/Training room, a Fitness Center and several project and conference facilities.

Forensic Identification Laboratories

Almost all the police and public safety facilities we have designed include forensic or identification laboratories, including fingerprinting facilities, general identifications and photographic processes.

In addition to designing for the functions and processes involved, evidence handling and security were very important. Our designs incorporate special evidence drying cabinets, and secure evidence storage and transfer lockers.

Firing Ranges

Firing ranges include the Sarnia-Clearwater Police Service, Ontario, and a special test-firing facility in the Cedar Rapids Police headquarters in Iowa.


Technical Research Laboratories

Our experience with high-technology buildings includes telecommunications, medical research and general research laboratories.

- Fiberglass Canada Research Centre, Sarnia, Ontario - consisting of research laboratories and pilot plants, our design for this facility cost 40 percent less than a previous scheme, through careful analysis of the functional needs and relationships.
- Automotive Research Centre, Magna Corp., Vaughan, Ontario - consisting of modular research >pods=, this building housed research facilities for an automobile parts manufacturer. The building won the Town of Vaughan Industrial Design Award.

Audio-Video Installations

Board Room & Teleconferencing facility for George Weston Limited. This facility, opened in May 1997, consists of a 22-person conference facility with complete audio-video and teleconferencing capabilities, including digital projection & display systems.

Needs Assessment Studies, Operational Programming and Strategic Planning



The need for police service is related to the population served. Changes in demographics, crime trends and policing strategies are examined to determine staff and facility requirements for a specified length of time, usually 20 years. From this, the size of building required to meet current and future police needs can be determined.

All agencies have their particular requirements related to the type of community, size and operational and administrative preferences or policies. We approach each project as a unique, individual case. Our studies consider:

- community growth, demographics and economic development,
- possible regionalization or amalgamation with other adjacent communities,
- integration of police functions with fire, communications and other public safety-related services,
- criminal activity and service demand - historical trends and projections,
- policing policies, legislative aspects, suspect holding,
- community-based policing or other pro-active or alternative-response programs,
- civilianization of the service, changes in staff ratios,
- growth projections determined by service demand and other factors,
- facilities required for effective police operation,
- estimates of building program costs.

Communities rely on our studies to assign funds for new or expanded facilities.

Post-Occupancy Evaluations

By determining how our buildings have met the users' needs, and where improvements can be made, we continually improve our designs. We examine, among many other factors:

- the operational layout of the building - does it give the optimum efficient working environment?
- the materials selected and other details - has the building withstood 24 hour use and does it provide a pleasant working atmosphere?
- does the building allow flexibility to accommodate changed police operations?

The Role of the Architect in Justice Facility Design

Staff Resumes Key Project Personnel



Leslie Rebanks, son of a British police chief, has a considerable knowledge of police operations, and has good insight into the minds of police, essential if we are to work with them and produce the country's best police buildings. He knows what police need to operate effectively, but more importantly, listens to local concerns.

He is the author of two published articles on police facility design:
Defensible Design - on Metropolitan Toronto Police 33 Division station, published in Canadian Architect magazine, May 1984.
Facility Design: Planning for the Next 20 Years - police facility needs assessment and design, published in The Police Chief, October 1989.

Mr Rebanks is a proponent of making police buildings open and inviting to the public, to foster a sense of police/public co-operation, while not compromising security or operational efficiency. He is actively involved in all stages of development of a police building, taking a key role in needs assessments, design and detailing of the building.

Mr Rebanks has been the recipient of many design and energy conservation awards, and is actively involved in the use of recycled and environmentally-friendly building materials.


John Pepper, since joining Rebanks in early 1989, has been responsible for managing numerous police-related projects.

He has been recently involved in the design and operational planning of new police facilities across Canada and the United States. John has spearheaded security system design and specification for these and other police buildings. He is a member of the Massachusetts Chiefs of Police Association.

Jan Petrykowski has gained considerable knowledge of police operations, and is a very talented planner. His design for Peel Regional Police 11 Division building resulted in one of our most efficient floor plans, where the space allocated to circulation is kept to an absolute minimum. His knowledge of operational requirements and adjacencies allows him to plan a building in the most effective and efficient way. Jan has been involved with the design of almost all our police buildings since joining the firm in 1982.

Chris joined Rebanks in 1991 as project manager for the Contract Administration stage of the Pickering building for Durham Regional Police. His most recent police-related project was a needs assessment study for Durham Regional Police to expand their existing Oshawa Headquarters to meet future needs. Upon award of the contract to design and prepare the construction documents for this project Chris was appointed Project Manager. The building was opened in the summer of 1996.

His primary areas of responsibility are preparation of space and utilization analyses, and the management and production of design and working drawings. He has been involved in numerous existing-condition surveys and life safety upgrades as well as renovations for a variety of building types.

Gail Littlewood, our senior architect, was recently responsible for the furniture and fittings for stations in Pickering and Ajax, for the Durham Regional Police, for the new Victoria, B.C. Police Headquarters, and the new Truro Police building in Nova Scotia. She worked very closely with several furniture systems manufacturers and the police to develop a series of special workstations, designed specifically for police operations, but using standard workstation components.

This work was combined with developing a new set of space standards for police buildings, based on personnel functions, which we use to establish building areas in our needs assessment studies. Rebanks now utilize this system in our space planning design work for improved coordination of furniture and building systems.
